Instructions
- Cook elbow macaroni in salted boiling water until just al dente. Drain and set aside.
- Melt butter in a saucepan, whisk in flour, and cook for 1-2 minutes until golden.
- Slowly whisk in milk and cream. Cook until thickened, about 5-7 minutes.
